    Here's a letter from the provisional government to the president of the United States:

       MY DEAR MR. PRESIDENT: I have the honor to notify you that the state of Israel has been proclaimed as an independent republic within frontiers approved by the General Assembly of the United Nations in its Resolution of November 29, 1947, and that a provisional government has been charged to assume the rights and duties of government for preserving law and order within the boundaries of Israel, for defending the state against external aggression, and for discharging the obligations of Israel to the other nations of the world in accordance with international law. The Act of Independence will become effective at one minute after six o’clock on the evening of 14 May 1948, Washington time.”

    The UN resolution of November 1947 is resolution 181. The borders for Israel in that resolution are well within the 1967 lines and do not include Jerusalem.

      That letter was dashed of in a hurry when the White House sent over a message to the embassy asking for a letter requesting recognition because Truman wanted to be the first one to recognize it. They didn't even know the name of the country - in the original draft, they referred to it as 'The Jewish State' and found out a few minutes later that the name was 'Israel' and quickly retyped it and had someone chase down the messenger - catching him just as he reached the White House gate. Ben Gurion's position was that the other side had not accepted 181 and responded with war thus they were not obligated to follow the lines suggested. Only Arabists think that the partition lines have any meaning today. Of course, if Israel was stupid enough to pull back to the Green Line, the Palestinian Arabs would start beating about them and threatening Jihad if Israel did not go back to them.

        I do agree with your comment here. No one is going back to the Green Line - no one is giving back the Jewish Quarter and the Kotel. It simply won't happen. Anyone who thinks that is going to happen should also probably believe in Unicorns, Santa and the Easter Bunny.

        The best deal anyone is going to get is the Olmert deal of 2007. Pretty much that is going to be it (and should be).

        In it, Israel responds to a question about what territory it was currently controlling militarily:

        “at present over the entire area of the Jewish State as defined in the Resolution of the General Assembly of the 29th November, 1947. In addition, the Provisional Government exercises control over the city of Jaffa; Northwestern Galilee, including Acre, Zib, Base, and the Jewish settlements up to the Lebanese frontier; a strip of territory alongside the road from Hilda to Jerusalem; almost all of new Jerusalem; and of the Jewish quarter within the walls of the Old City of Jerusalem. The above areas, outside the territory of the State of Israel, are under the control of the military authorities of the State of Israel, who are strictly adhering to international regulations in this regard [1]. The Southern Negev is uninhabited desert over which no effective authority has ever existed.”

        The government of Israel is telling you right here what it's borders are and what areas are NOT within its borders.
