    because there are millions of US buildings in need of energy efficiency retrofits - air sealing, insulation, windows & doors, HVAC improvements, and better water heaters all contribute to a lower need for energy. Something like 40% of US energy use is for heating, cooling, lighting, hot water, and running appliances in homes, offices, and commercial buildings. Conservation is not hard - the opportunity is right in front of us.

    Best of all, it creates American jobs that cannot be outsourced and no new technology is needed. There are contractors in every American city who can do the work today.

    Filibuster reform, 2013 - woulda, coulda, shoulda.

        should have solar on top.  Not only for the benefits for the environment, and a tremendous stimulus for the green energy industry -- it also lets TAXPAYERS no longer be at the mercy of energy companies (I realize some areas have municipal energy providers).

        By pulling off their draw on the energy needs, countless power plants (conventionally powered) will not need to be built, or the dirtiest ones pulled offline.

        If only Gray Davis had done this when Governor of California -- we paid the billions over Enron scandal ... why couldn't he have said "I'm sorry, citizens -- there will be blackouts ... we will work with hospitals, etc. to minimize impacts.  However, this is the LAST time we will be held hostage to Big Energy's demands -- we are going solar on all government installations!"
