    persecute Catholics, she just took all their money and land  And while it is true that Elizabeth had Mary Stuart of Scotland executed, she personally didn't not want to do that, and tried for many years to have it done in such a way that she had plausible deniability.   I think she would have much preferred to have Mary simply die in confinement.  

    Of Henry VIII's three children, Elizabeth was the one with the greatest "live and let live" attitude about religion and her people.  She did still consider Catholics to be her subjects and she wasn't nearly the Protestant reformer that either her brother or several of the members of her Privy Council were (in particular Walsingham, who was a Puritan fanatic).   Edward VI was raised as something of a Protestant fanatic himself and was very badly advised by his Seymour relations and Mary's biggest problem was that she saw herself as a Catholic Monarch first rather than as an English one.  But she came by that honestly: three generations of fanatically Catholic Queens on her maternal lines...

      Looking back it does seem like the worst anti-Catholic actions during Elizabeth's reign were from Parliament and Elizabeth actually was more moderate.

        Elizabeth tried very hard to reconcile the two religious factions and virtually all prosecutions were not simply for being a Catholic but involvement in the plots to overthrown her. Indeed, one of her declarations to Parliament was that she had no "desire to make windows into men's souls"
