    but it continues to happen in CA even in the era of text messaging -- see the "Johnny Ramirez" caper in Exeter just last year:  LAtimesblog. And this is at least the third fairly recent occurrence in Riverside County (aka "my stupid county").

    All the messages in this case may make it possible to show just what kind of targeting is going on and support lenient treatment of the most vulnerable, but at first glance I doubt it would change the analysis of whether the undercover policy itself is illegal. Seems like LA just determined it was troubling and cost-ineffective -- too many SPED kids, too small drug quantities -- not that they weren't permitted to continue. Others here may have more info.

      I'm keeping my eye on this story. I really think that children need a civil rights movement of their own, especially children of color.
