    it was signed into law by President Bush in 2008. What is still missing, though, is the regulatory structure and funding to actually enforce it. Many insurers are still not complying with it.

    To some extent, I think Republicans voted for it thinking they could look like the good guys for passing it while keeping it from actually being enforced. We've seen the same thing with the Americans with Disabilities Act, which was strengthened by an overwhelming bipartisan majority in 2008, but for which Republicans have constantly fought to water down enforcement.

    Anyway, as the diary states, the legislation that Franken is working on right now is not mental health parity, but funding for mental health services in schools.
