    Seriously. When the first waves of drug criminalization happened, 'addiction maintenance' and 'letting someone withdraw slowly' were both explicitly kept off the list of medical reasons for prescribing the mostly-banned substances.

    Which meant there was a ready-made street demand in the people who had formerly-legal addictions and no allowed help to get off other than sudden total withdrawal.

    And that let the structure for moving the drugs around under the radar get established.

    If those addicts had been legally treatable under the legislation, that process wouldn't have happened. There wouldn't have been a ready-made population willing to risk street drugs in enough numbers to pay for the risks involved.
