    In practice, it never will be. There will always be people on our planet that are tied to Al Qaeda and/or its ideals. Just like there are still Communists in our midst. We can't eradicate thought or ideology. That is, essentially, what this war is being fought against. It's a war without end.

    We won WWII, yet there are still Nazis in our midst. At some point you just lay down your arms and say it's good enough. I believe we are there with terrorism. I don't believe we must continue expanding war powers in order to continue this nonsense.

    P.S. I am not a crackpot.

      Just ask the DOJ and their group of thugs how they feel about whistleblowers and journalists that say things they don't want said.  Just ask our captured media. Sure you can eradicate thought and ideology--for a while.

      But anyone who wants to should
       be immediately distrusted.
