      to approve his suspension of habeas corpus, no? Which was done in an actual physical war zone, I believe.

      Hardly the only time this has happened, though. E.g. Jefferson ordering the Marines to attack Barbary pirates w/o congressional approval, Nixon carpet bombing Cambodia & Laos, Serbia, drones, etc.
