    given short shrift.

    I'm old enough to remember when the mentally ill were in hospitals and 'homes.'  Then came Reagan, budget cuts, a whole different uncaring attitude and the streets had tons of homeless suddenly showing up where we hadn't had any before.

    They had not always been homeless.  Most had been housed (yes, yes, often not in a good way) in institutions.   At least they had food, clothing and shelter.

    I understand the civil rights part of "locking people up," but it's hard to understand that we have the balance right between "locking people up" and "homeless, starving and freezing."  

    Somewhere, there have to be workable solutions.
