    You have just expressed my biggest fear.

    My best friend is head of the board for his younger son's Cub Pack in Southern Orange County.  In addition, the sponsoring body is the American Legion Post (very conservative).  

    He has a terrible time getting parents to volunteer and a lot of the guys who work their way up the chain at the local council are in it more for their own gratification that to serve the boys.

    I had a female coworker over ten years ago who had worked as an Admin for the Mt. Diablo Council in Northern Calif.  She described the work environment as a bunch of overgrown frat boys--sexist, racist, and homophobic as hell.  

    The BSA is a very undemocratic organization--very top-down in management style. The sponsoring bodies have infinitely more power than parents or boys.

    A lot may depend on whether there is a clear majority on the Executive Board to adopt a less exclusionary policy and whether they can sell it to the National Council.  I don't know the politics well enough to know what percentage of the National Council is made up of members of anti-gay organizations and how strictly they will toe the official line (the mormons certainly will).

    One possibility is that the Board members favoring inclusiveness want more time to negotiate with or persuade the anti-gay sponsors.
