      If you look at the torturous path inclusion has taken in the major religious denominations, it is frequently "three steps forward and two steps back".

      Once the cat was out of the bag that they were seriously considering this, it was inevitable that there would be a conservative backlash--there always is.  That's why they're called "reactionaries".

      If I had to bet on this, I'd be inclined to say this won't pass this year.  But it's not going away.  This delay is going to cause further mobilization by the forces for inclusion.  If, as I expect, it is voted down in May, there will be further organizing to exert even more pressure.

      The main problem is that there is no organized method for parents to speak as one.  The BSA is not a democratic organization from the grassroots up.
