    National building codes need to be updated to require a certain level of energy efficiency - perhaps a base level of LEED certification - in all new construction.

    Renovations to existing buildings could save homeowners, businesses, and government agencies billions of dollars - money that would then be free to be spent elsewhere in the economy.

    Why do this?
    - It's cheaper than fossil fuel, nuclear or renewable energy.
    - No new technology is needed
    - It creates jobs that cannot be outsourced. There are contractors in every city across the country ready to start work today
    - Improvements - even major ones - can pay for themselves in less than 10 years

    Filibuster reform, 2013 - woulda, coulda, shoulda.
