    ...suit against the Presidency.

    War is an extension of foreign policy.  And foreign policy is the purview of the president.

    If the American people don't like an engagement, they can always vote to not grant him re-election.

    And if Congress believes it's rights are being usurped, then it can go to SCOTUS.

    But I don't think Congress would like what the Supreme Court would say.

    And that's why the Dems didn't challenge Bush, and why the GOP won't challenge President Obama's ability to wage war as sees fit to preserve the security of the nation.

      War is an extension of foreign policy.  And foreign policy is the purview of the president.
      Congress is granted the exclusive power to declare war under the Constitution. The President does not have that power.

        ..extension of Foreign Policy.

        I believe that SCOTUS would side with the President.

        At worse, someone like Chief Justice Roberts would rule that whatever "protracted military engagement" that the US is involved in is not really war, and that the President has the right to continue to do as he wishes.

        And if Congress feels so strongly about it, they can always attempt to impeach the president.

      usually advertised. Skim the War Department's compendious Dictionary for hints at what the Bureaucracy of War and the machinery of war really are. As most people sort of recognize, and have become acclimated and acculturated to. http://www.dtic.mil/... Note: the DoD is "smart" enough to not even DEFINE war in their own dictionary. Because hey, it's EVERYthing, everywhere, part of a Grand Interoperable Network-Centric Battlespace that shrouds the whole effing planet:
