      in the Aleutians in the 60's.

      They will need more people to keep that road passable in bad weather than live in that town.

      Also, the boatmen don't have road access. When a ship is in trouble they use helicopters. And I would wager there's more ship mates out there than villagers. It's a hazardous place.
