    I know it well.
    Around here Head Start for young kids ends at pre-k except for after school. By K the young kids have aged out.

    So I'm unclear about 3rd grade. But attempting to judge an educational program by outcome is the same Michelle Rhee scam being used against teachers. (Rhee has to actually cook the books but that's a different rant). Getting pre pre K and pre K going for kids from disfunctional families is certainly not going to be a cure all.

    From above quote I can't tell if they are tracking kids that aged out by 1st grade and reporting on them in 3rd grade or tracking a 3rd grade program.

    Top down education management is preposterous data driven nonsense. Yes there most likely are bad schools, programs, teachers. The technocratic idea that this information can be gleaned from the numbers is arrogant and ignorant.

    However ... there is vast room for improvement in the welfare state. Not the ideological hatred and dismantling of the comic book Randians and their cartoon heros which would be economically and sociologically a disaster, but in optimizing the existing programs and making them more efficient. Social welfare should be managed on a local level. If we manage to crush the current crop of cloud coo coo New Deal haters in the House this is something that should be discussed out in the open.
