    Much smaller tools in nasal surgery are used for scraping nasal mucosa from underlying nasal cartilage. See Freer elevator.

    Tools for scraping cartilage from bone are sharper with a more rectangular shape. See Key elevator.

    If that is a surgical instrument, I do not think it was made in the last 100 years. Steam autoclaves destroy wood.

    It does show some nicks, which indicates either relatively short-time use on something hard, or long-time use on something softer.
