      Like Oregon, New Hampshire has no Lieutenant Governor, so there wouldn't be anyone who could act as a tiebreaker for one side or the other.

        That it was the State House that was tied in Oregon, not the Senate.

          In IA, if Democrats lost the special in 2011, the Senate would have been tied and they'd have to agree on a power-sharing agreement.  Of course Republicans could use that as an opportunity to force a vote on a constitutional amendment on marriage in return for a level agreement (like after 2004, sans the amendment).
