    Common propaganda/political tactic: reduce a human tragedy to a place-name phrase.

    How about the "NRA effect?" The "NRA effect" is notable for turning reasonable concerns for personal safety into full blown paranoia and polemical rantings over 'liberty.'

    Concern for human life, particularly innocent bystanders or targets, is shoved aside as the fear takes over in the minds of the weak and isolated members of the community and the false comfort of small arsenals becomes something to rely on to reduce the paranoia (it's apparent that that doesn't work).
