    exceptional. Citizenship is a bundle of obligations (to vote, serve on juries, hold office, proposed laws, provide support, enforce the law), not a privileged designation. The Cons would like to believe that citizenship makes people special so they can have some category on the basis of which they can legally impose segregation. The Constitution addresses the obligations of agents of government to provide for PERSONS. Nationality is no more determinative than gender or age. That is one of the things recently demonstrated by people like Hamdan. It seems strange that foreign captives have to test human rights, but there it is. Always has been, for that matter, when you come to think of it.
