    Each state has its own unemployment program and hence its own rules.

    If your employer is required under Illinois law to contribute to their program, then you're eligible.

    I have no idea if the U.S. Congress is so required, but I'd guess...no.

    Maybe he could say he resided in the District of Columbia, but somehow I suspect that D.C. doesn't try to make the U.S. Congress pay into the system for ex-Congresspersons.

    Somebody around here will know the answers!
