    First, given that the 'rebuttals' are written in advance of the speech, Rubio should have had time to rehearse, and in fact, to merely do multiple takes until they got a polished version to feed out to the media.

    If you're truly responding to something live, then sure, you can be less than polished.  If you're not actually delivering live, off the cuff comments, and you still end up screwing up, you're operating at a 'college student who crammed for the test' level, not at a polished statesman level.

    And yes, I would be equally critical of a Dem who was equally sloppy about preparing for a major public address.

      for his 1988 keynote, which he failed miserably. Much more embarrassing than the Rubio incident. And four years later he was president.

        He went on late night and made fun of himself.  He even started his acceptance speech at his nomination by claiming he had come to finish his speech of four years ago. He was laughing with us, so we gave him a second look. Once you join in the laughter you become part of the group, not the victim.

        If Rubio was smart, he'd be on Letterman or Conan with a liter-size bottle of Poland Spring water and explain that his big mistake was not using a straw. That would defuse the situation and he could talk about his positions in a more relaxed setting. Instead, he seems to have gone into hiding. Not a good move.
