    The framers of the Constitution were leery of maintaining a standing army, since that could easily lead to mischief such as coup attempts as evidenced by European history. At the same time, they realized that it might well be necessary to call up an army. Hence, the well-regulated militia or citizen army (as opposed to lunatics in the hills.)
