  •  Those Texas refineries will be burning petcoke (16+ / 0-)

which is worse than coal. It's a by-product of bitumen.
This is Fort McMurray where the Keystone originates

[petroleum coke] as a fuel.   Petroleum coke produced by refineries is generally burned elsewhere, with most of the petroleum coke being sent to the portland cement industry and a lesser amount to burn in power plants.

The fuel source of overwhelming importance for petroleum refineries is refinery fuel gas which is produced from crude distillation, cracking and other refinery process operations.  Some refineries burn heavy residual oil (distillation bottoms) in boilers for steam production for use at refineries, but these
practices are declining.   Some refineries will also burn natural gas if refinery fuel gases are insufficient for refinery operation.

There were some proposals in recent times in Texas and Louisiana to site petroleum coke gasification processes at the ExxonMobil Baytown Refinery and in Southern Louisiana.   These units would generate synthetic natural gas and other industrial gases for utilization.  At this writing I don't know if these units ever got built or not.

      •  Note....only applies to petroleum coke from (0+ / 0-)

production of coking process units.......on my statement that petroleum refineries do not burn petroleum coke.

Petroleum coke that is produced within recirculating fluidized catalytic cracking  process units is burned at petroleum refineries within the FCCU catalytic regenerator units that are part of the FCCU cracking process.

        •  There are two reports that state (0+ / 0-)

The refineries are burning petcoke. One report from the USA and one from Canada. They are written up on two respected websites National Resources Defense Council and DeSmog Canada. I can't supply links and quotes because I am traveling and using an iPad without my research material.
