    Atlantic City could instruct the police force to give the lowest priority to arrests for enforcement of laws against using, possessing, or selling small ('personal') amounts of marijuana.

    That move would give the city a nicely naughty image, always good when you're marketing a sin like gambling. It would attract hedonists from other parts of the Jersey Shore. And cut the city's wasteful expenses for police, prosecution, and incarceration.
