    rationing dollars, as well as a reluctance on the part of Congress to recognize that it has obligations.
    Calling monetary compensation to veterans and pensioners "benefits," lets them pretend they are engaged in an exercise of munificence, rather than complying with contractual requirements.
    The Congress has a problem with recognizing that they are stewards of public resources and assets, not quasi sovereigns engaged in what Justice Kennedy calls "matters of grace." In other words, Congress managing the purse is not gracious, but a mandate. It's what they are supposed to do -- dole out natural and man-made resources for the general welfare. Caring for ill and injured people is not glamorous, but it's what welfare is about. Congress critters who don't want to perform, should get another job.  And we the people who hired them, should fire the derelicts.

    We organize governments to deliver services and prevent abuse.

      from the mindset that everyone is out to rip you off.  Then the focus starts from the assumption that the request is bogus and you try to see a way that it is bogus - which becomes easier to do with time.  Fear that someone is gaming the system leads to more laws or processes to prevent access to the system - raise the bar... make it harder to get... put more burden of proof on the requestor.  I see it often and the attitude is pervasive.  

      And the worst thing is that those who will rip off the system will do it anyway.  It is a small percentage in any given endeavor.  They willl find a way to get around the obstacles you set up. But instead of putting reasonable processes in place to prevent major fraud it is often the case that more obstacles are put in place to prevent access.  And the folks that get caught up are legitimate people who either get lost in the maze, get tired of fighting or die.

      Those who fought the war in Afghanistan won it. Get them out of Afghanistan NOW . . . It's long past time. Those who want to wage the next war in Afghanistan are condemned to lose it.
