    are being upheld in the use of materials, solvents, paint, techniques, etc., not just in terms of environmental impact but worker safety, structural integrity, etc. But I'm not familiar with how this works so these might already be taken into consideration here.

        For example, much of the border patrol activity is exempt from environmental review.  I think BLM has been given speeded up review for energy projects.

        Think about how the oil companies speeded up review by photocopying and submitting completely outdated and irrelevant drilling plans.

        This is never a good idea.  What needs to be done should be done.  Reconstructing a bridge undoubtedly involves working in and near waters and wetlands.
