    However, the very practice of closing public resources to public use needs to be discarded. We do not task public officials with caring for our public assets so they can shut the public out and cater to the neighboring private owners' desires for more security and privacy for themselves.

    It's a clever tactic, giving attractive real estate to be managed by public officials in order to reduce the amount available for purchase and thuse make one's own holdings more valuable and, at the same time, taking a tax credit for the "donation" to reduce one's monetary obligations to the community even further.

    We organize governments to deliver services and prevent abuse.
