used...background checks for all private sales...maybe a pain in the butt for some...but all sales should go thru a licensed dealer if needed.

There should be a really good opportunity to drive a wedge through the NRA's coalition here.

Gun dealers can't be huge fans of resales. Yes, they mean that people will keep buying ammunition for those guns, and that smithing services will be in demand, but they aren't as profitable as direct sales. The main business of the gun shop is cut out of the equation.

By requiring background checks for every sale, for every gun, every time, and allowing licensed gun dealers to continue processing those checks as they do now--and including a service fee for their effort, as they do now--they can create a revenue stream where none existed before.

Ideally, private sellers and buyers should be able to go to any participating state or local police department and have the check performed there for a small fee. But for the delightfully paranoid, or those who like to consummate their sales near where ammunition, accessories and services like smithing and appraising are available, there's a good reason to prefer to use a private dealer for that part of the check. It drives customers in the door.

The problem is that gun dealers are, for the most part, reflexively opposed to the idea of any increases in gun control, even those that will benefit the public and increase their profits. We have to find a way to communicate with them that the NRA is, at this point, working against their interests. It might be hard, given their natural inclinations and the fact that they really aren't hurting for business these days, but those who take a longer view of things should recognize the wisdom in such a reform.
