  •  There is an issue. (10+ / 0-)

Magazines have no serial number and only the Magpul injection molded ones have any manufacture date marks which are not easily divined from those marks.  This means that without some sort of state-sponsored database and marking system, there effectively is either no magazine ban or no grandfathering of magazine ownership.

    •  Setting (0+ / 0-)

a database and marking program would not be that difficult. It will be in the interest of the present owners to have them marked.

      •  But who would pay for it? (3+ / 0-)

Besides, put the term 'database' anywhere near firearms or magazines and it would autofail at the Federal level.

I would like to see a federal level database of stolen firearms.  When I bring this up to folks, it never stops amazing me how few of us actually record our serial numbers.

That would be great, it would allow perspective buyers of personal firearms to ensure that they are not buying a firearm that was reported stolen.  Also, it would assist police in returning a gun that was reported stolen.

Neither this nor some sort of program to assist folks in buying firearms rated safes - something similar to the Energy Efficient appliance program - which are both things that would actually reduce crime or at least help get stolen guns back to folks who reported them.

        •  Unfortunately, fire arms manufacturers reuse (0+ / 0-)

serial numbers, so there are multiple guns out there with the same serial number.

That's one of the problems with tracking stolen and lost firearms.

No officer, I didn't mean to shoot my girl friend with multiple rounds. Yes, officer I did put the ammo and the magazine in the oven. How was I supposed to know she would use the oven for baking? - ST. PETERSBURG, FL, 2/18/13

          •  Sure about that? (3+ / 0-)

That would be illegal under the FFL07 requirements for for-sale firearms manufacturers.

            •  No (0+ / 0-)

I can't quite place where I read that the three main problems with tracking/retrieving stolen firearms are (not necessarily in that order).

              1. Gun-show loophole (so called private sellers who are really operating as unlicensed dealers, and do no background checks).

              2. Gun owners not reported stolen guns, or reporting stolen guns but not knowing the serial number because they never wrote it down.

              3. Serial numbers searched may not be unique, because serial numbers were reused, or because of errors in searching, because manual recording of serial numbers has transcription error built into it, such as a numeric 0 instead of an alphanumeric O.
