    The US government publishes an Emergency Response Guidebook for use by first responders that tells them how to respond to accidents, etc.  for HAZMAT, whether to use water, CO2, dry chemicals, foam, etc. depending on the classification of the material.

    Depending on what other materials are stored near the ammunition, there's a variety of materials first responders may need to use to put out the fire.

    The section for Class 1 explosives begins on p. 162 and contains the following warnings and instructions:

    FIRE OR EXPLOSION
    • MAY EXPLODE AND THROW FRAGMENTS 1600 meters (1 MILE) OR MORE IF FIRE REACHES
    CARGO.
    • For information on “Compatibility Group” letters, refer to Glossary section.
    HEALTH
    • Fire may produce irritating, corrosive and/or toxic gases.
    PUBLIC SAFETY
    CALL EMERGENCY RESPONSE
    • Isolate spill or leak area immediately for at least 500 meters (1/3 mile) in all directions.
    • Move people out of line of sight of the scene and away from windows.
    • Keep unauthorized personnel away.
    • Stay upwind.
    • Ventilate closed spaces before entering.
    PROTECTIVE CLOTHING
    • Wear positive pressure self-contained breathing apparatus (SCBA).
    Structural firefighters’ protective clothing will only provide limited protection.

    In addition, water runoff from fighting the fire could contain enough explosive material to ignite sewers, etc.

    Again, this only applies to people who are storing large quantities of ammo, but it seems there are more and more of them doing so these days.
