the accumulation of property, commissioned works of art, and even his vestments are part of a long history in which the papacy was to be seen as inheritor of the ancient Roman emperors--he was to be on par with kings and other rulers of Europe, from the 9th century on.  Remember as well that until 1861, the pope was a territorial ruler as well of a stretch of central Italy known as the Ecclesiastical States.

The papacy is part of a 1600-year tradition and traditions are central Catholicism as a practice.  Innovation and sensibility to contemporary criticism of ostentation (Martin Luther, anyone?) aren't part of the deal.
