    I think it's terribly unfair that other states who were not listed at the time are now demonstrating some pretty awful approaches in redistricting, polling process, etc. that might well have qualified them to be on that list if it were recreated today.  And that's the answer for the problem, I think. Redo the list periodically.  The court has been pretty much pointing at that solution, too. Having to review all changes in all plces in all fifty states is a bit much, practically and politically.

      The problem is that the republicans won't budge on their intransigence, so it will work out something like this:

      SC - we are getting rid of section 5 of the VRA, but we think Congress should review this law, to derermine where and how it might best apply going forward. That, we would find constitutional.

      House and senate republicans - NO!!!

      SC - Well, alrighty then.

      Even if they had good intentions (which they don't), it gives the appearance of bias, as well as legislating from the bench on a clear congressional matter.
