    Eric Sevareid gave a scathing 60's editorial on the Cronkite news program about this very topic, a system designed not to do anything. A British diplomat quipped about it recently on an NPR comedy show.

    On the other hand the parliamentary systems in Europe haven't protected them from having austerity imposed, in many countries.

    I don't think rational democracy is equipped to cope with this world.

      is the clientele-interest economic policy of the establishment right wing. People have elected that right wing to power in a wide wave throughout the EU in the last decade, and so it is only logical that "parliamentary democracy" then ends up with austerity as econ policy. The system isnt the cause of the contents channeled through it. Now, you see the beginning recession of that wave, and the beginning of the leftwards pendulum stroke: in France and also in Italy; and austerity is on the defense, though not yet out. Its how it goes. Responsibility lies with the people ultimately.

      It makes more sense to blame the system for what it is really designed to so, e. g. who it is really designed to keep out. That are very visible barriers, in broad light: such as the German KPD ban; the rejection on the imperative mandate and rotation equally in Germany; the laissez faire in cumul-des-mandats as they are now talking about in France. Thats system features that need systemic criticism.

      Whether the people elect Jospin or Chirac (while ago) isnt to be blamed on the system.
