      In this case, the Senate rules say that in order to send a bill to the floor for a final vote, the Senate has to end debate by either unanimous consent or by a 3/5+ vote.

      The Senate parliamentarian isn't empowered to arbitrarily decide that a cloture vote is now a vote on the final passage of the bill—nor would we want the Senate parliamentarian to be empowered to unilaterally decide that a vote for one thing (cloture) was really a vote for something else (passage).
