    Take the Navy for example. Here are the budget line items for the Navy:

    FY 2013 baseline funding by major category:
    o Military Personnel: $44.2 billion
    o Operation and Maintenance: $49.9 billion
    o Procurement: $42.5 billion
    o Research and Development: $16.9 billion
    o Infrastructure: $2.4 billion

    Now, under sequestration, each of these 5 line items has to be cut equally.  So, in this respect, they are across the board cuts - the Navy does not have the option to cut more in Procurement and less in Military Personnel, etc. This is the bad part about sequestration and why President Obama calls them "dumb" cuts.  The Navy has said, for example, that they would rather cut more out of R&D and less out of O&M.  

    However, within each of the 5 categories, the Navy can decide how they will come up with the necessary cuts. So, in this respect, it's not across-the-board, it's not like every R&D program has to be cut exactly the same, for example.
