    if the EM has the power set voting access, this could act to disenfranchise not only at the local level but also at the state level (I could se the EM saying, "we can't afford all those polling places, early voting and voting hours - cut them in the name of savings"). Thereby reducing the overall Michigan voting public - and look who got excluded. Possibly could help a sitting Governor keep his job?

      I honestly don't know if that's part of their power.  They essentially replace the mayor and the city council, but I don't know if they were the ones who made those decisions in the first place.

      If that is an effect of this, that's gotta be a VRA violation.
