where our dollars come from, hadn't been rationing the supply for decades. The sequester is just another word for rationing or deprivation. The object is to use money as tool to control the population -- a strategy made necessary by the fact that universal suffrage has made it possible for the people to rule. So, the denizens of the legislative bodies are desperate to put the genie that is populism back in the bottle.

Democracy does not need to be strangled where it does not exist.

We organize governments to deliver services and prevent abuse.

believe we do have universal suffrage, or if we do in concept, it is so faulty and frail in practice that we not only have to struggle on the access side against outrages of systematic disenfranchisement, but also on the motivation side to even convince people it is something worth doing a couple of times a year. The amount of effort, over and over, for GOTV is really rather mind-boggling.

Though perhaps your last sentence is more holistic and refers to the broader scope of our performed fantasy.
