    Prosecution for fraud would be sufficient.
    No, there has to be an intent to deceive for fraud. I never met an astrologer who made me suspect he / she didn't believe astrological forecasts and charts mean something.

      about astrology than one finds in religion. & astrology can be practiced without regard to religion.  It's a system of imposing order.

        There's nothing more strange about astrology than one finds in religion.
        Which means that it's strange.
        It's a system of imposing order.
        Which means it's something to be actively discouraged. The world will be a better place when we go back to using reason for making decisions about society and our own lives.

          using chance methods when all choices seem valid. The result of the chance operation determines the subsequent creative path. Is that "reason"?  When I was a kid, I wanted to know what was in between the piano keys. In western music, nothing useful was in there. That was western musical  structure. It was reasoned to several centuries ago.
