    When you reduce the population, you reduce the labor force.  When you reduce the labor force, you increase demand.  When you increase demand for labor, you raise the cost of labor.  And then you have to start all over and find a new way to oppress the people who are now making enough, staying healthy long enough, learning enough... to challenge your power base.
