    and am very proud that they made this move.  Like Connecticut -- my current State -- there were horrific murders as provocation to the conscience -- I understand perfectly.  But the death penalty isn't the answer.

    CT revoked the death penalty proactively -- after the verdict in one of the most heinous crimes in our state which ended in 2 death penalties.  The courts will have to determine if the law should be applied retroactively.

      MD law wouldn't allow the legislature to pass a bill that would affect current death row inmates. But the same happened when Illinois and New Mexico ended the death penalty and the Governors in those states chose to commute all the death sentences. Governor O'Malley in MD would also have that power to commute and I have a lot of hope that he would use it.
