    They're the ones who love bipartisanship, it maintains their influence over both parties to get their legislation passed.

    They're the ones who, with their 'think' tanks and former Congressional staffers,  come up with much of Dem legislative strategies. It's Kabuki for the masses.

    They don't care much about whether government works, as long as it works for them.

    It is an old strategy of tyrants to delude their victims into fighting their battles for them. FDR
