    But letting Kerry off the hook is what I have a problem with.  This is a huge deal and he knows it and he's been nominally on the right side of this until he has the power to change it.

    One of his first acts as Secy should have been to review the draft personally and then call a halt to the process while he has his own appointed crew find out why there's no mention of the real impacts, and then do something about it.

    But he didn't.  He let an industry-guided travesty occur as one of the first outputs of his tenure at State.  Bad on Hillary for commissioning such dangerous crap and bad on him for allowing it to pass beneath his purview.

      The first was even worse. A third is going to make a difference? I don't see the point. They probably already know what they're going to do and I hope it's the right decision.
