    First of all.  They are not the same thing.  Second, our military seeks and retains very high cailiber individuals now and has come to the conclusion several times via several avenues that soldiers are people.  When you treat them like they are no longer people, you create much larger problems in the end.  Soldiers need to and are expected to be part of the fabric of American society.  They aren't robots, and this is not Starship Troopers, and attempting to base solutions on science fiction is absurd.  As it stands now, it is usually against regulation NOW to have sexual relations while deployed in a war zone unless you somehow get to run into your spouse and you have approval to meet up in that fashion.

      NO sexual relations during deployment is absurd.  Unenforceable robotic puritanical laws that do not take human nature into account is what leads to irrational actions like rape.

      Like it or not, rape is a type of sex.  

      Just because an idea comes from a genre of literature or cinema does not make it false, impractical or incorrect. What a false denigration.

        People like you Are the problem.  If you are a predator you will blame your predation on all sorts of things trying to get away with it too.  Everyone has a sexuality to control and be responsible for, EVERYONE, and most people are managing theirs just fine.  Everyone is not a sexual predator and rape is not a sexual act, it is an act designed to take power and control from others.

        And obviously you can't read very well.  Let's try again.  IT IS ALREADY AGAINST REGULATION TO HAVE SEX IN THE WAR ZONE.  IT IS ALREADY AGAINST REGULATION

          rampant problem with rape and I doubt that personnel is abstaining from regular old consensual sex in the war zone.  It is unreasonable  and unenforceable.  It is the same as saying abstinence only works.  I am saying sex should be allowed but, regulated.
          As for the separation military and civil justice for rape, here is why.
