    That actually is happening in this state. That's the reason my OT professor left teaching in public schools and moved to college level, even though she was in process of getting her doctorate and national teaching certificate at the time. And yes, it is stupid to have them take a high school level test, but they are tested by grade not ability.

      They should not be in XX grade if they cant handle the material. Sounds to me like the kids you are talking about are infact kindergarteners who just happen to be at a high school and of highschool age.
