    in 2011 within 60 days. but obama rejected because that GOP imposed deadline would have prevented a full assessment of the xl impact.

    this is all part of the same project and process. this is a supplemental EIS to the prior EIS for this pipeline.

        A prior EIS had not considered alternatives, a required part of NEPA analysis, and GOP tried to force obama to short circuit NEPA review. so obama rejected the project and TC had to submit a new application. This article has better memory of facts than moi:

        White House spokesman Jay Carney made it clear on Tuesday that Obama would not be stampeded into approving the project. "There was an attempt to short-circut the review process in a way that does not allow the kind of careful consideration of all the competing criteria here that needs to be done," he said. "It's a fallacy to suggest that the president would sign into law something when there isn't even an alternate route identified in Nebraska," he said.
        When the project proponent does not comply with NEPA, one enforcement mechanism is the government agency, sending the corporation back to drawing board to do things right. So that type of delay is attributed to the corporation for trying to evade lawful requirements.

            ...the pipeline, there were three schools of thought. One was that this was a great victory. One was that this was a temporary victory that might lead to a permanent victory. One was that this was just window dressing and that, because the White House said TransCanada could reapply along a new route that dealt with the fragile Nebraska sand hills.

            Naturally, here at Daily Kos, some of the holders of each of these views said those who held one of the other views were idiots.
