    Oregon, felony probation is underwritten by the state, whereas misdemeanor probation is on the county's dime. So there is a significant perverse incentive to manufacture and plead out cases which result in felony probation, requiring the coordination of both the DA's office and parole & probation to pad their budgets.

    I've looked at all the other parole & probation site in Oregon, and called a few of the bigger ones, assuming that they might have the resources to have a statistician on staff or available. But Lincoln County is the only one who even knows what their percentage is, much less actively brags about it. Perverse incentives, anyone?

    By their own admission, 3/4 of their case load is subsidized by the State. From the other stats I've managed to turn up, their ratio is almost the inverse of most other counties, and there is only one other anywhere near theirs.
