    at the city, state and federal level to impose reasonable restrictions as long as the intent of the regulations is not to limit access to gun ownership. As long as legislatures acknowledge the fundamental, individual, right to keep and bear arms the extent of the restrictions are primarily one of politics. I do think that under Heller legislators cannot use fees, taxes, or insurance that adds material costs to firearms or ammunition if the intent, or effect, is to reduce access. Nominal fees for better, and more thorough background checks, are clearly constitutional. However, I have read many diaries here advocating fees, licenses, and insurance requirements that have the effect of reducing access and I think those will face court challenges, if passed into law.
