    In a lot of jurisdictions, both spouses will get carted off if the abusive spouse claims his victim hit him, even if there is no proof and she says otherwise. And a lot of times there's no proof of DV in the form of bruises; when abusers leave bruises, they're careful to do it in a place that won't show. The stereotypical victim with a black eye is a huge and very misleading stereotype indeed. There can be DV without any bruises. Ask me about the time Bob tried to push me down the stairs, for instance. He hit me on my back over and over, but of course left no bruises because he didn't sock me with his closed fist. In fact, he used to tell me I had it really good because "all I do is slap you around a little". Now you tell victims that if they report the abuse, they're going to be jailed for an unpaid parking ticket?! Oh, yeah, that's going to increase the willingness and decrease the fear of reporting.

        It's just that that's the standard image of a battered woman and I have first-hand knowledge of the way batterers hide their tracks; a battered partner is not likely to be walking around with a black eye. You can't see things like broken ribs.
