but nothing to do with drugs and more to do with a pattern of police harassment in poor urban areas. They stopped the car for a taillight. Why did these two take off? Undoubtedly because of that pattern of harassment. In the inner city, people know that police will stop you on something petty and look for a reason to justify the stop. Taking off like that isn't a surprise. Meanwhile, one of our daily newspaper columnists loves to write columns writing her hands about why don't people in these poor neighborhoods act more middle class and cooperate with the police? Does she really think they would treat her — a nice, white, middle-aged suburban lady — the same way they treat a young black male?

If there were no War on Drugs and never had been, this incident still would have happened, given the dysfunction in the police departments. It's not about drugs.

It's the real problem that underlies so many others. I see the same thing from my students, almost all of them minority kids from a poor and working class neighborhood. They have no trust for police of any kind, and given what they've grown up with, why would they?

This is the real culture war that goes on in our country every day, but it's easy to ignore if you're white and not poor unless you're daily confronted with its targets as I am. But it's a war that doesn't need to continue.

Many have spoken out against this war, but I don't think I've ever heard a better take on it than the one put into poetic form by Jamaal "Versiz" May, where he sets out the problem and the solution in the most visceral and effective way possible:

Strategy without tactics is the slowest route to victory, tactics without strategy is the noise before defeat. Sun Tzu The Art of War
