    It is about control.  The police cannot allow anyone to get over on them for fear of fostering a presumption of weakness.  If the "bad guy" ever wins, then maybe more "bad guys" will resist.  Absolute control requires absolute power.  

    That is why even the smallest infractions warrant what is in essence, the death penalty (like in the case described here in this diary).  It was not that the "drug usesrs" posed a threat to society, they posed a threat to the image of the police force.  That cannot be tolerated.
